add voting from site

add ability to integrate POLL service for vebsite.
and then commenting votes and seeng results at idea.informer.com

Whilst I think informer.com does need to be wary of feature creep, allowing users to vote on a poll is a natural extension of an "ideas bank", and I think would be a welcome addition.
