How do you move a layer upstream/downstream in the design?

Once you create an object layer in a specific position, that is it. There is no way to move the layer before or after a certain position. The only way to "move" a layer is to delete everything and then create all layers in a different order.

Please add a capability to MOVE a layer similar to the DELETE function of a layer/tile.
